A review of the New Forest National Park's boundaries is being considered by the park's board.
The suggestion was made by Councillor David Harrison, the longest serving current board member, during a resources and performance committee meeting.
Harrison, who has served since 2010, said, "As you can imagine, I have witnessed and been involved in some major changes in the past 21 years."
He added: "I reminded members that when the park was first established it was always said that the boundaries are not necessarily to be fixed in stone.
"Over the years, things change.
"There will be some areas that should be included in the National Park that are just outside and other areas that are inside but might be better placed outside."
He acknowledged that the process would involve public engagement, consultations and other work, so is likely to be "quite a lengthy process".

The suggestion was met with agreement from other members to consider initiating the review.
The board member highlighted various factors for consideration, such as road widening schemes impacting land with Site of Special Scientific Interest (SSSI) designation and areas with significant environmental value not receiving appropriate planning protections.
Cllr Harrison said: "I think that it is time to consider boundary changes."
The park was established on March 1, 2005.
