Governors of a primary school in the New Forest have expressed their “heartfelt concerns” at proposals to increase the size of a nearby school that could see staff lose their jobs.
As reported, Cadland Primary School in Holbury has opposed plans that could see Manor Church of England School expand to the size of a primary school.
If approved by Hampshire County Council, Manor Church of England School would increase its number of pupils from 90 to 105.
In a statement issued to the Echo, the governors of Cadland Primary School have warned that if the proposal is given the green light, it would have a detrimental effect to their school, that would see a reduction in funding, a decrease in students, and force the school to let go of “valued staff.”
A spokesperson for the school’s governors said: “The governors of Cadland Primary School are writing to express serious and heartfelt concerns regarding the proposals currently under consultation that would see Manor Infant School reduce its Published Admission Number (PAN) to 15 while extending its age range to year six.
“We understand the financial challenges facing many schools, including Manor, and we do not underestimate the difficulty of the decisions ahead.
“However, we believe the changes being proposed carry significant and lasting consequences, not just for Cadland, but for the broader landscape of education in our community.
“Cadland Primary School has proudly served children from Reception to Year 6 for many years, with a PAN of 50. Manor Infant School, with a PAN of 30, currently provides education from year reception to year two.
“Many of Manor’s pupils transition to Cadland in year three, continuing their journey through key stage two with us.
“If the proposed changes go ahead, Cadland may be compelled to reduce its PAN to 30 in order to remain financially viable.
“With projected Reception intakes of around 50 across the area, this would have a profound impact on our school. A gradual reduction in pupil numbers would likely lead to a decline in funding and the loss of valued staff.
“In time, this would diminish the breadth of opportunities we can offer and challenge the quality of education that families in our community have come to rely on.”

A public consultation is accessible on Hampshire County Council’s website, with parents, carers, and residents invited to submit their views on the plans by Friday, July 4.
Cadland Primary School’s governors added: “We are clear in our message. We do not wish to oppose Manor or undermine its future. On the contrary, we value its long-standing role in the community and recognise its identity as a Church of England school.
“We hope to work in full partnership with Manor, Hampshire County Council and the Diocese to explore solutions that support both schools.
“Together, we must ensure that all children, whatever their path, have access to a high-quality, stable and enriching education.
“We believe the way forward requires openness, unity and a shared commitment to doing what is right for the long term.
“It is not enough to protect the interests of one school if it leads to the weakening of another. This is a moment that calls for collective vision, careful planning and courage. Courage to think creatively, to act in the interests of all children and to make decisions that will stand the test of time.
“We urge the council and all stakeholders to take a step back and explore every available option together.
“We remain ready and willing to engage in constructive dialogue and to be part of building a solution that strengthens education across our whole community.
“Let us act not out of urgency but out of wisdom. Not in isolation but in partnership. The future of our schools and the children they serve deserves nothing less.”
