An office building could be converted into an eight-bed house in Eastleigh under new plans.

The application was refused by Eastleigh Borough Council in July 2024, with an appeal to the Planning Inspectorate dismissed in April.

But Rosewood Building Services has revived the scheme, submitting a new application to convert the office building into an eight-bedroom house in multiple occupation (HMO).

The property at 91 Leigh Road is a two-storey, semi-detached building serving as office space. It is part of a short terrace that features a mix of residential and commercial buildings.

The main reason for the refusal of the previous plans was the lack of mitigation about protected habitats, whilst other reasons for refusal were considered able to be overcome. Therefore, the company has reapplied for full planning permission.

In response to previous application feedback, the ground-floor windows on the side facing number 89 will be fitted with canopies to limit overlooking from the first-floor windows of the adjacent property.

To tackle the privacy concerns related to the neighbouring property, the company propose installing custom, fixed vertical louvres for the first-floor side windows.

These louvres would be angled to face south, allowing the occupants to enjoy a view while still maximising natural light.

In the planning statement, Rosewood Building Services said: “Following refusal of the previous scheme, and subsequent appeal dismissal, measures have been introduced to overcome the reasons for rejection, and it is now considered that the proposal offers an acceptable standard of development for future occupiers and neighbours.”

Eastleigh Borough Council has set July 4 as a target date for a decision on application F/25/99291.
