Plans to build two bungalows on the edge of the New Forest have been thrown out.
The district council has rejected a new application relating to the back garden of a property at Eastfield Lane in Ringwood.
A previous proposal to build a pair of houses on the site was also refused.
A council report confirmed that the authority was unable to demonstrate a five-year supply of deliverable housing land.
But it added: "The presumption in favour of sustainable development does not change the fact that permission should not normally be granted where applications conflict with policies in the development plan."
The report acknowledged that the scheme had been amended since the previous plan was turned down.
But it said concerns surrounding the provision of two new homes in a "tranquil green space", plus the lack of habitat and air quality mitigation, had not been addressed.
The applicant, Maraval Segensworth Road Ltd, could decide to lodge an appeal.
