Plans to build a three-bedroom house beside two existing properties have been thrown out for a second time.
An application relating to land at Arnewood Bridge Road in Sway was turned down by the New Forest National Park Authority (NPA) in 2024.
The applicant lodged an appeal but a government-appointed planning inspector has upheld the NPA's decision.
The original proposal sparked three letters of objection.
Critics claimed the scheme would turn a pair of semi-detached properties into a terrace and amounted to overdevelopment.

An NPA report said: "The application site is an area of land to the side of The Antlers, a semi-detached, two-storey.
"The proposal seeks consent for the erection of a dwelling which would be linked to the side of The Antlers."
The report said the proposed new building would not be sympathetic to the character and appearance of the existing house.
It added: "The proposal is for a new open market dwelling outside the boundary of any of the defined New Forest villages, for which there is no justification."
