Plans have been resubmitted to Eastleigh Borough Council for a nearly 70-bedroom care home after it was previously rejected.
The application by Williams Lester Architects, on behalf of Colten Care, seeks to develop a 1.1-hectare site on Providence Hill, Bursledon, by building a 68-bed residential nursing care home and three age-restricted bungalows.
First submitted by Colten Care in May 2023, the pervious application attracted more than 80 objections and was thrown out by the borough council's planning committee.
Reasons given for the refusal were that the development was "overbearing and intrusive" on the homes nearby due to its "excessive height and bulk".
The new development promises a "non-institutional scale and environment," with good daylight in all bedrooms and communal spaces.
If approved, the new care home will be situated on the eastern part of the site, with the west reserved for three chalet bungalows.
The central area will be used for landscaping, parking, and access.
The site is located near the Grade II* listed Bursledon Windmill, which dates back to 1741.

In the application, the developer says the project aims to respect the site's sensitive setting, ensuring views toward the windmill are preserved.
Colten Care, a family-owned care home provider, currently operates 21 homes across Hampshire, Dorset, Wiltshire, and West Sussex.
Seven of these homes are rated 'Outstanding' by the Care Quality Commission, with the remaining homes rated 'Good'.
The proposal highlights the importance of ensuring that all residents have easy access to outdoor amenities and indoor social spaces, regardless of the floor they reside on.
With regards to Colton Care’s last proposal at Providence Hill, residents claimed the development would cause traffic congestion, loss of privacy, increased noise and pointed out the development had a lack of parking.
But Colten Care argue that it is responding to the requirements of an ageing population.
The plan is currently under consideration, with the public invited to share their views on the proposal through the planning portal on the council website.
