Controversial plans for new solar panels in the west Oxfordshire countryside have been recommended for permission, despite receiving more than 40 objections. 

Applicant Bente Klein wants to have a 'renewable energy generating station' which includes ground mounted solar panels and battery storage containers at University Farm, in Witney Road, Hailey. 

A total of 45 people, as well as Hailey Parish Council, have objected, saying it will 'spoil the especially rural character of this area'. 

West Oxfordshire District Council's lowlands area planning committee will make a decision on April 7. Planning officers have recommended it for permission. 

In the planning officers' report, it said: “The proposed development would harm the character and appearance of the surrounding landscape and less than substantial harm to the setting of designated heritage assets.

(Image: WODC) “Conversely, the scheme would result in significant economic, social and environmental benefits through the low carbon method of energy generation proposed, resulting in 35 MW of renewable energy and offsetting 44,254 tonnes of CO2 per year. 

“This includes the generation of renewable energy and a consequent reduction in carbon emissions, supporting the county and country in meeting national and local targets on renewable energy and carbon emissions, providing additional employment and ecological enhancements in excess of the minimum statutory requirements. 

“These extensive benefits are considered sufficient to outweigh the landscape and heritage harms.”

Objector Annie Hogg, of New Yatt Road, said: “The impact of 54 foot lorry's on the local roads will be immense for both the village and villagers of North Leigh and New Yatt.

“It is totally unsuitable for the lorries to access the site by coming through the villages as the road surface is breaking up in some areas now. Then there is the problem of the two pinch points on the New Yatt Road which often cause problems for ordinary motorists. 

“Plus the extra traffic and pollution that the villagers will have to suffer.”

Neil Roberts, also of New Yatt Road, added: “Covering the land with solar panels will spoil the especially rural character of this area and the surrounding settlements. 

“There is bound to be an adverse effect on local wildlife - the area is home to a rich variety habitats, flora and fauna - construction works, fencing-in and covering-over will all be to the detriment.”

Anthony Hopkins, of New Yatt Road, said: “Common Road and New Yatt Road are not suitable for the construction traffic. It is already in a bad state of repair. It is used for school buses, cars. cycles, horse riders, walkers, farm vehicles and as a rat run to bypass Witney.”
