Three vape retailers failed to check the ages of vape buyers in a police test conducted with young volunteers.
The shops in Eastleigh have been referred to Trading Standards for further investigation.
You must be at least 18 years old to buy a vape, e-cigarette or a related product.
The "Challenge 25" is a scheme where staff verify the age of anyone who appears to be under 25 years old when purchasing certain restricted goods, like alcohol and vapes.

A spokesperson for Eastleigh Police said: "This week Eastleigh Neighbourhoods Policing Team conducted test purchasing for vape-related products with the help of some young volunteers.
"We conducted the “Challenge 25” on 11 retail premises in and around Eastleigh Town Centre.
"Eight premises passed and three premises failed the legal requirement to challenge.
"The failing premises have been referred to Trading Standards for further investigation."
