Hampshire Constabulary confirmed no arrests have been made and enquiries are ongoing.
One eyewitness, who wished to remain unnamed, said people “have no respect” for the 20mph road.
He said children who use this road are at risk and urged the city council to take action.
“It looked like four cars were damaged because of this accident caused by speeding, and police officers and fire crews were called”, he added.
