Police have reported an increase in anti-social behaviour (ASB) and criminal activities by youths in Hedge End.
These incidents have primarily occurred in the St Luke's and Wellstead areas, as well as the town centre near Costa, the library, the main Co-op and the dental practice.
Some of the young people involved were reportedly under the influence of alcohol and drugs.
Police say some of the offenders were not residents of Hedge End.
Footage from town centre CCTV cameras and local stores is being reviewed as part of the investigation.
Police said they are taking the matter seriously.
Two youths were detained by police on Tuesday evening, and more are expected to be identified soon.
A spokesperson said: "We will not tolerate this type of behaviour from anyone, including under 16s.
"These youths and their parents need to take some responsibility for their actions.
"We do not take criminalising children lightly, but our residents deserve to feel safe, therefore we will do all in our power to identify and put individuals committing criminal activity before the courts if necessary.
"We would urge those others involved to come forward, as it is only a matter of time until we find you."
Residents with information on ASB or criminal behaviour can report it via 101 or 999.
