Dog kennels near Bishop’s Waltham can be extended despite the “very high” “incessant” and “unbearable” noise from dogs.

Colin Stoneman submitted a planning application to Winchester City Council in March 2024 to extend its kennel business at Three Oaks Kennels in Botley Road.

The proposal aimed to build three new kennel blocks and two replacement isolation units with associated paddocks at the site.

Three Oaks Kennels describes itself as a family-owned business that has been operating for more than 20 years. It currently caters for around 70 animals and has a maximum licence to hold 121 dogs. As a result of the expansion, it could provide a total of 235 spaces.

It offers boarding for cats and dogs and a doggy daycare facility.

But as part of the consultation process, the council received eight objections from residents complaining about “constant” noise, disruption and light pollution.

Mr Yeomans, whose property is next to the kennel, said that he and his family have objected to the numerous planning applications made for the owner due to the “constant noise”, “disruption” and “light pollution”.

He added: “I note from the planning application that an acoustic survey was carried out in May 2024 for a very brief period of one day. This is quite simply ludicrous!

“The acoustic survey should have been carried out over several 24-hour periods, not just the odd hour here and there. This is completely unacceptable and does not reflect the level of constant noise that we have to endure.

“The application to double the capacity of the Kennels is, without a doubt, the most objectionable and thoughtless idea and the impact of the exceptional increase in noise for residents in close proximity should be considered and respected, which I might add has never been!”

Other residents, Sharon Johnson and Cllr Tracy Conduct, said the noise levels are already “very high”, “incessant”, and “unbearable” and that the “thought of three more kennel blocks would be “incomprehensible”.

Cllr Conduct added: “There are often dogs barking all night long, which I can only assume would get worse, and often, in the summer, we have to keep our windows closed throughout the night.”

At the planning committee meeting, Cllr Conduct, on behalf of Bishop’s Waltham Parish council, said that “undoubtedly” the extension will have an “adverse” effect on all surrounding properties.

“I can’t reiterate enough to you how noisy these kennels are at the moment.

“The noise is unbelievable. I’m not seeing anything that convinces me that it would not have a detrimental impact on us by doubling the amount.”

On behalf of the applicant, Patrick Barry said that the extension will allow it to meet the increasing demands of this service in the area.

He added that the officer’s report “clearly” said there would be “no detrimental impact” on neighbouring properties.

The application was granted by councillors at the planning committee (March 12).
