A Southampton man said he was left “shocked” after being unable to get through his front door after a sofa, armchair, and bags of bricks were fly-tipped outside his house.

Landlord Rai, who did not want to give his surname, said that police even threatened to arrest him after he threw the rubbish away into the road.

He's called for CCTV to be installed, something the council has refused.

The 69-year-old, who owns a property in Alfred Street, was appalled by the sight at around 8.30pm on Monday.

It took 45 minutes for him to move the items, which included furniture and other household waste.

“Fly-tipping has been a reoccurring issue in the road, but this was the first time I’d had anything like this outside the house," he said.

“I look after the property, but I don’t live here. I could be an absent landlord, but I care about the planet. The council are aware of the issues, but nothing really seems to get done.

“Eventually the police turned up and threatened to arrest me because I was moving the rubbish onto the road but what else was I supposed to do in that circumstance?”

Following the incident, a spokesperson for Hampshire Constabulary said: “There were reports of a sofa blocking the road, and someone acting aggressively whilst throwing debris into the road.

“Officers attended and spoke to members of the public present and were told that a resident had become angry after discovering fly-tipped waste in the area, which he then threw into the road.

“The debris was subsequently moved off the road and the fly-tipping matter was reported to the council.”

Rai has called for the implementation of CCTV in the road to help catch the perpetrator.

He said: “If CCTV was installed in the road, it would put people off repeatedly doing it and make the road tidier, but I imagine that would be too expensive.”

Councillor Eamonn Keogh, cabinet member for environment and transport said: “Our officers visited the site on Monday and engaged with residents.

"A letter will be sent to the landlord, requesting the removal of the waste from the private property.

"I can confirm that our teams also removed the items obstructing the pavement, documenting the process with before and after photographs and recording the time taken so we can seek to recover the cost of the clearance from the person responsible.

“We have no plans to install CCTV. We encourage residents to report any fly-tipping via our website, as this will enable us to take appropriate action."
