The council has made a good decision in ending free parking.
Given the costs of private motor vehicle use—congestion, risks to pedestrians and cyclists, air pollution, and climate change—it is vital that their use be discouraged.
There is also no good reason why non-car-owning council taxpayers should be paying the maintenance costs of car parks.
