Once officers attended the scene, they arrested a 37-year-old woman from Chichester.
She was arrested on suspicion of driving a vehicle when the alcohol level was above the limit, driving a vehicle with a child under 14 in the front seat not wearing a seat belt, using a vehicle without third party insurance and being drunk in charge of a child under the age of seven.
When back in custody, police say the woman blew 131 micrograms of alcohol per litre of breath on a breathalyser - the legal limit is 35.
The woman remains in custody while police continue to carry out enquiries, and Hampshire officers ask anyone with more information to call 101 quoting the crime reference number 44240557268.
