A group of 28 people are accused of refusing to pay a restaurant bill and being threatening towards staff.
The large group did not pay their bill after dining at Cote Brasserie in Winchester High Street, Hampshire Constabulary said.
A man from Eastleigh has already been issued a community resolution order by the force.
Police said that the group were abusive and threatening to staff in the incident on July 20.
Now, the force are looking to identify two men in connection with the investigation.

In a statement, a spokesperson for Hampshire Constabulary said: “We appreciate the image is blurry but are hoping someone who knows them will be able to identify them.
“Do you recognise them? Perhaps you were there that night and saw what happened?
“Anyone with information is asked to call 101 with reference 4424309051, or provide information via our website.”
Police confirmed that a 40-year-old man from Eastleigh was issued a community resolution for assault and public order offences as part of the investigation.
