New fly-tipping fines have been introduced in a Hampshire town to reduce waste, protect nature and people and improve visual impact.
Eastleigh Borough Council has introduced new fixed penalty notices (FPN) for fly-tipping, household duty of care waste offences and littering.
The maximum amount for each crime has been established by a maximum of £800, £400 and £300, respectively.
The report, approved by the cabinet, said that introducing a fixed penalty notice scheme for fly-tipping offences is considered a “necessary” and “proportionate” response to address fly-tipping in the borough.
The report said: “Fly-tipping can be a significant problem to local communities and can harm the environment.
“It is a drain on council resources and undermines legitimate waste businesses, where operators undercut those that operate within the legal requirements for waste disposal.
“Fly-tipping and littering cause damage to the natural environment and wildlife. These offences directly affect the quality of life of residents and visitors alike and impact upon the attractiveness of the Borough as a place to live, work and visit.”
The borough council said a discount will be applied if the fine is paid within 10 days. This measure is included to promote payments to be made earlier and ensure fines are paid.
In this aspect, all offences will be discounted by half, meaning that a large fly-tip, with a penalty of £800, will be deducted to £400 if paid promptly.
Additional charges will also be applied, such as officer time in investigation and the cost of collecting that fly-tip.
