Residents in Eastleigh Borough who litter, graffiti or fly-tip, face fines up to £800 following recent rulings.
The Borough Council's cabinet approved the penalties in a report, which also holds homeowners accountable for rubbish dumped by contractors, with fines reaching £600.
Littering punishment can comprise a maximum of a £300 penalty. Earlier in 2022, trail cameras were introduced to monitor problem areas.
Success has been marked by numerous £200 fines, including one individual in Bursledon. More prosecutions are anticipated.
The council’s cabinet member for environment, councillor Rupert Kyrle, said: "Fly-tipping and littering are an increasing and costly problem for councils and communities and we’re optimistic that the new schedule of fixed penalties will have a strong deterrent effect.
"We’re really pleased with the impact that the new cameras are already having in catching incidents of fly-tipping. We’re keen to make Eastleigh Borough a no-go zone for fly-tippers by issuing heavier fixed penalties and using the new cameras to gather evidence."
