The incident happened on the westbound carriageway between junction 7 with the A334, Charles Watts Way in Hedge End, to junction 5, the A335 Stoneham Way in Southampton Airport /Eastleigh.
At 4.07pm, it was reported that a vehicle had stalled.
As a result, one lane is closed and delays are mounting.
