During the incident he claimed a bike lock was thrown at a bus driving nearby, hitting the window.
After this he called the police and officers were at the scene within four minutes, he added.
Eyewitnesses have reported at least a dozen police vehicles on Portswood Road at the height of their response.
This included dog units and armed police.
A video taken by a bystander showed a large group of officers bursting into a block of flats on the road.
Hampshire Police have been contacted for more information.
