Test Valley Bourough Council

PLANNING AND COMPULSORY PURCHASE ACT 2004 (AS AMENDED) THE TOWN AND COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND) REGULATIONS 2012 (AS AMENDED) (REGULATION 26)
Test Valley Borough Revised Local Plan 2011-2029 Adoption Statement
In accordance with the above regulations notice is hereby given that Test Valley Borough Council adopted the Test Valley Borough Revised Local Plan 2011-2029 on 27th January 2016.
The Test Valley Borough Revised Local Plan 2011-2029 sets out the Council's vision and strategy for the Borough until 2029, the proposed locations for development and policies which will be used in determining planning applications. The Revised Local Plan covers the administrative area of Test Valley Borough Council except for that part within the New Forest National Park and replaces the 'saved' policies of the Test Valley Borough Local Plan (2006).
Inspector Mr Phillip Ware BSc (Hons) DipTP MRTPI, appointed by the Secretary of State for Communities and Local Government, undertook an examination of the Test Valley Borough Revised Local Plan 2011-2029 which included public hearing sessions in December 2014 and January 2015. The Inspector's report issued on 15th December 2015 concluded that the Revised Local Plan is sound and legally compliant subject to the Inspector's main modifications pursuant to Section 23 of the Planning and Compulsory Purchase Act 2004.
The Adopted version of the Test Valley Borough Revised Local Plan 2011-2029 incorporates all of the main modifications set out in Appendix 1 of the Inspector's report.
The Revised Local Plan, Sustainability Appraisal incorporating the Strategic Environmental Assessment and adoption statement and all other relevant documents can be viewed on the Borough Council's website (www.testvalley.gov.uk).
Hard copies of the Revised Local Plan and the Sustainability Appraisal incorporating the Strategic Environmental Assessment and adoption statement is available for public inspection between the hours of 09:00 and 17:00 on Mondays to Thursdays and 09:00 and 16:30 on Fridays at Beech Hurst, Weyhill Road, Andover, Hampshire, SP10 3AJ and the Former Magistrates Court, Church Street, Romsey, Hampshire, SO51 8AQ. The website can be accessed from both Council offices. Hard copies have also been placed on deposit at libraries in Andover, Romsey, North Baddesley, Lordshill and Chandlers Ford.
Any person aggrieved by the Test Valley Borough Revised Local Plan 2011-2029, may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 on the grounds that the plan is not within the appropriate powers and/or a procedural requirement has not been complied with. Any such application must be made promptly, and in any event, no later than 9th March 2016 (6 weeks after the date of adoption specified above).
