THE CITY OF SOUTHAMPTON (RESIDENTS PARKING) (ZONES 1-12 & 16) ORDER 2014
NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL made the above Order on 28th January 2015.
1 The effects of the Order are (for Residents Parking Zones 1-12 & 16 only):

(a) To combine into a single Order, the existing Traffic Orders. Those Orders are:

- The City of Southampton (Polygon Area) (Residents' Parking Scheme) Order 2008, as amended;

- The City of Southampton (Woolston) (Residents' Parking Scheme) Order 2010, as amended;

- The City of Southampton (Newtown/Nicholstown) (Residents' Parking Scheme) Order 2003, as amended;

- The CityofSouthampton (Bevois Town) (Residents' Parking Scheme) Order 2009, as amended;

- The City of Southampton (Bassett, Highfield and Hampton Park)(Residents' Parking Scheme)Order2010, asamended;

- The CityofSouthampton (Coxford Area)(Residents' Parking Scheme) Order 2009, as amended;

- The City of Southampton (Freemantle and Shirley) (Residents' Parking Scheme) Order 2008, as amended.

(b) To introduce the following new permits for issue at the discretion ofthe Council:

(i) Landlord Permit - to assist property owners with tenant occupiers in undertaking maintenance and other service requirements to a property at a charge of £50 per zone, subject to application and terms and conditions of use.

(ii) Community Support Permit - to enable volunteers to carry out services supporting the local community in a specified zone, subjecttoapplication and termsandconditionsofuse.

(c) To exclude vehicles over 5m in length from entitlement to a ResidentPermit(This will notpreventthose who currentlyhold a Residents Permit for a vehicle over 5m in length from renewing that permit).

(d) To exclude vehicles not registered and/or insured in the UK from entitlement to a Residents Permit.

(e) To limit the entitlement for vehicles not registered and/or insured in the UK to Temporary Residents Permits to two consecutive permits (i.e. a maximum 6 months).

(f) To allow the withdrawal of permits and permit entitlement where Council staffhave been subjectto abuse or intimidation.

(g) To allow any exceptional and discretionary issue of permits based on the Southampton City Council Residents Parking Policy 2014, as amended.

(h) To amend the conditions ofuse for Visitor Permits and Annual Visitor Permits, to restrict their use to within 100m ofholders property (there is no current distance restriction for a Visitor Permit and for Annual Visitor Permits the current distance restriction is 250m).

(i) To reduce the cost of a Zone 3 Centenary Quay Residents Permit to £30 per year (limited issue for 11 properties on Victoria Road). Note - charge reduced to £30 rather than £60 as originally advertised.

(j) To standardise the charge for a replacement (duplicate) permit
at £14.
2 The Order comes into operation on 1st February 2015.

4 Any person wishing to question the validity ofthe Order or any of its provisions, on the grounds that it is not within the powers ofthe relevant enabling Act, or that a requirement ofany such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
