HAMPSHIRE County Council is set to roll out £5 fees to dump waste in the county's household waste recycling centres unless vehicles are registered.

The new resident permit scheme is set to come into effect in 2020, with all Hampshire residents having to register their vehicles online to ensure they aren't charged per visit to one of Hampshire's 24 HWRC's.

This is in place to ensure Hampshire residents have continued free access to the facilities, while making sure that residents outside of Hampshire make a contribution towards the costs of disposal of their household waste in Hampshire.

Councillor Rob Humby, Executive Member for Economy, Transport and Environment at Hampshire County Council said: "The County Council’s extensive network of HWRCs provides one of the most efficient, effective and convenient ways for residents to recycle and dispose of household waste in Hampshire.

“We know that people living close to the Hampshire border often use Hampshire’s HWRCs, and we want to continue to accommodate them and encourage recycling. However, to make this fair to Hampshire council taxpayers who are already contributing to the £100million annual costs of dealing with Hampshire’s household waste, we are introducing a fee for non-Hampshire residents of £5 per visit.”

This comes shortly after a fly-tipping spike in the county, with the most recent incident taking place on December 19 in Romsey.

A total of "100 meters of household waste" was dumped along Toothill Road, with kitchen cabinets, a bed frame and bathroom appliances all dumped in the middle of the road.

This new schemes means that non-registered cars will not be able to use the HWRC's without paying a £5 charge.

Hampshire residents will be able to register up to three cars for free to any of the waste facilities from December 19 onwards, and this will be monitored by an Automatic Number Plate Recognition system.

Charges for non-household waste, including soil and rubble, plasterboard and asbestos remain.
