THE crowds rubbed their hands with cold, traders rubbed them in expectation of bumper Christmas takings.
Streets were illuminated by hundreds of white lights stretching along the High Street and Parchment Street
City Centre Manager Richard Nash said a lot of time, energy and money had been invested to encourage people into Winchester that Christmas in 1999.
The theme was ‘Winchester at Christmas - a special place to be’.
