A HORSE arena is set to be built at a farm north of Winchester.
Mr S Wilson-Smith applied to develop South Wonston Farm, Alresford Drove, South Wonston.
His plan included altering the existing bund and adding a caretaker's room to the stable block.
There were ten letters of objection, citing concerns over increased traffic, light pollution, the visual impact and the effect on bats.
A council report said the floodlights would be visible from Alresford Drove and Wrights Way but would be directed away from the homes.
The parish council was neutral.
The farm got planning permission to be converted by agricultural to an equine enterprise in 2007-07.
City councillors on the planning supported the scheme by nine votes to one.
