TRAFFIC REGULATION ACT 1984 AND HIGHWAYS ACT 1980 PARKING PLACE AND WAITING RESTRICTION AMENDMENTS, INTRODUCTION OF ONE-WAY SYSTEM, NO ENTRIES AND PEDESTRIAN AND CYCLE CROSSINGS

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 AND HIGHWAYS ACT 1980 PARKING PLACE AND WAITING RESTRICTION AMENDMENTS, INTRODUCTION OF ONE-WAY SYSTEM, NO ENTRIES AND PEDESTRIAN AND CYCLE CROSSINGS
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough ot Sutton propose to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 19841, as amended -

(a) The Sutton (Prescribed Route) (One-Way) (No.) (Amendment No. **) Order 201*;

(b) The Sutton (Prescribed Route) (No Entry) (No. **) Order 201*;

(c) The Sutton (Charged-For Parking Places) (Amendment No. *) Order 201*; and

(d) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 201*.

2. The principal objectives of the Orders for the following locations are for:-

(a) Corbet Close and River Bank Way, Hackbridge - promote redevelopment and allow permitted highway adjustments to be implemented to ensure safe and unobstructed circulation of road users, improve road safety;

(b) Blenheim Gardens at it's junctions with Cranley Gardens and Stanley Gardens - ensure there are adequate sight lines to provide forward visibility and keep pedestrian crossing points clear of parked cars; and

(c) Beddington Lane and Richmond Road - improve pedestrian and cycling facilities by providing a safe crossing point.

3. The general effect of the Orders would be to:-

(a) provide a clockwise-only one-way system applying to all vehicles in the following lengths of Corbet Close, Hackbridge:

(i) the main north to south arm, between its southernmost junction with Corbet Close (the crescent-shaped arm fronting Nos. 73 to 97 Corbet Close) and its northernmost junction with Corbet Close (the crescent-shaped arm fronting Nos. 73 to 97 Corbet Close); and

(ii) the crescent-shaped arm fronting Nos. 73 to 97 Corbet Close, between its northernmost junction with Corbet Close (main north to south arm) and its southernmost junction with Corbet Close (main north to south arm);

(b) prevent vehicles from entering River Bank Way, Hackbridge (the private road situated to the west of Corbett Close that has a centre line approximately 15.5 metres north-west of Hackbridge Road), from Corbett Close;

(c) on the north side of Richmond Road, Beddington, outside No. 1 Richmond Road, to remove the advisory parking place and replace it with a loading bay with a maximum stay of 20 minutes (no return within 2 hours) that would operate between 7am and 7pm on Mondays to Saturdays inclusive; and

(d) provide double yellow line 'at any time' waiting restrictions:

(i) throughout Corbet Close, Hackbridge, except for the following lengths:

(A) the east side of the crescent-shaped arm fronting Nos. 73 to 97 Corbet Close, between 4.1 metres north of No. 83 Corbet Close and 6.7 metres south of No. 84 Corbet Close; and

(B) where parking places are currently provided;

(ii) on the west side of Blenheim Gardens, Wallington:

(A) for 10 metres either side of Cranley Gardens; and

(B) for 10 metres either side of Stanley Gardens;

(iii) on both sides of Cranley Gardens, Wallington, for 10 metres west of Blenheim Gardens; and

(iv) on both sides of Stanley Gardens, Wallington, for 10 metres west of Blenheim Gardens.

4. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Sutton proposes, under section 90A of the Highways Act 19802 to construct the type of road humps known as "entry treatments" in the following locations:

(a) Corbet Close, Hackbridge, extending either side of its junction with the River Bank Way (the private road situated to the west of Corbett Close that has a centre line approximately 15.5 metres north-west of Hackbridge Road), with a length of approximately 13 metres including the ramps which would each have a gradient of 1:15;

(b) Deny Road, Beddington, extending from its junction with Beddington Lane, with a length of approximately 6.2 metres including the ramps which would each have a gradient of 1:16;

(c) Guy Road, Beddington, extending from its junction with Beddington Lane / Hilliers Lane, with a length of approximately 5.4 metres including the ramps which would each have a gradient of 1:16; and

(d) Richmond Road, Beddington, extending from its junction with Beddington Lane, with a length of approximately 5.4 metres including the ramps which would each have a gradient of 1:16.

Each Speed Table would be an elevated section of carriageway with a flat top, 75 millimetres higher at its highest point than the surrounding carriageway.
5. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Sutton has approved under section 23 of the Road Traffic Regulation Act 1984 to:

(a) establish a "zebra" pedestrian crossing in Beddington Lane, Beddington, with its centre line located approximately 4.6 metres north of the northern kerb-line of Richmond Road; and

(b) remove the "zebra" pedestrian crossings and replace them with parallel crossings (for use by pedestrians and pedal cycles, in:

(i) Beddington Lane, Beddington, with its centre line located approximately 17.5 metres south of the southern kerb-line of Deny Road; and

(ii) Hilliers Lane, Beddington, with its centre line located approximately 7 metres south of the southern kerb-line of Guy Road.

revoked or amended by the proposed Orders) and plans showing the locations and the effects of the proposals may be inspected at the Council's Environment, Housing and Regeneration Offices at 24 Denmark Road, Carshalton between 9 am and 5 pm on Monday to Friday.

LONDON BOROUGH OF SUTTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
1. The Council of the London Borough of Sutton hereby gives notice that in order to facilitate gas main works and because the works are being executed on or near the carriageway it made an Order the effect of which is summarised in paragraph 3 below.

2. The Order will come into effect on Monday 11 June 2018, with works expected to take 12 weeks to complete working Monday to Friday 8.00am to 7.00pm. However the Order will remain in force for 6 months to be re-introduced should further works be required.

3. When the works are taking place and the appropriate traffic signs are displayed the Order will temporarily close:-

? Dalmeny Road, Carshalton at its junction with Stanley Park Road; and

? Merebank Lane at its junction with Stafford Road.

4. An alternative route for vehicular traffic whilst the road closures are in force will be for:-

? Dalmeny Road, Carshalton via Stanley Park Road, Windborough Road, Brambledown Road and vice versa; and

? Merebank Lane via Stafford Road, The Chase, Capel Avenue, Godalming Avenue and vice versa.

Please note that not all of the closures will take place at the same time.
5. The prohibitions specified above apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

Associated zig-zag markings, on which vehicles would be prohibited from stopping and overtaking at all times, would be placed on the carriageway either side of the pedestrian crossing, extending up to a maximum of 17.5 metres either side of the crossing.
